JOB SUMMARY:

JOB SUMMARY:

• The Human Resource Manager guides and manages the overall provision of Human Resources services, and programs .The major areas include (Not All):


1- Recruiting and staffing.
2- Organizational Departmental planning.
3- Performance management and improvement systems.
4- Organizational Development.
5- Employment and Complaince with regulatory concerns regarding employees.
6- Development , needs assessment and training for employee on boarding.
7- Policy development and Documentation.
8- Employee Relations.
9- Company – wide committee facilitation.
10- Compensation and Benefits administration.
11- Employee safety , welfare , wellness and health.
12- Employee services and counseling.
13- CBAHI Standards implementation.



DUTIES & RESPONSIBILITIES:


• Plans, organizes, controls and directs operations of the division in accordance with Hospital policies and procedures.


1-Maintain the work structure by updating job requirements and job description
2-Maintain organization staff by establishing a recruiting , testing , and interviewing program , counseling managers on candidate selection , conducting and analyzing exit interviews , recommending changes.
3-Prepares employees for assignments 
4- Selects and supervises HR consultants and training specialists and other outside sources
5- Ensures planning , monitoring , and appraisal of employee work results , scheduling management conferences with employees , hearing and resolving employee grievances , counseling employees and supervisors


• Recommend , Develop , interpret and clarify personnel policies and procedures and review them periodically and update in employee hand book commend.


1- Coordinate and administers payroll and employee benefit programs such as vacation entitlements , end of service benefits and health insurance scheme.
2- Prepare and maintain accurate records, files and reports, including maintaining employees personnel file.


• Development of the human resource department


1- Oversees and manage the work of reporting human resource staff . Encourages the ongoing development 
2- Develops and monitors an annual budget .
3- Conducts a continuing study of all HR policies, programs , and practices to keep management informed of new development.
4- Lead the development of department goals , objectives , and systems .
5- Establishes HR departmental measurements.


• Mange the preparation and maintenance of such reports as are necessary to:


1- Carry out the functions of the department.
2- Prepare periodic reports for management .
3- Prepares, supervises various monthly and annual reports that include new / renewals of work permits, resident permits, professional registration, its renewal and MoH licenses.


• Participate in executive , management and company staff meeting and attends other meetings and seminars.


• Human Resource Information System


1- Manage the development and maintenance of HR sections of both the company website , particularly recruiting culture and company information and the employee intranet , newsletters and so forth.
2- Utilize the HRIS system to achieve administrative tasks , empower employees.



• HR Training & Developments


1-Coordinate all HR training programs .
2-Provide necessary education and material to managers and employees .
3-Establish an in house employee training system  including training needs assessment , new employee on boarding or orientation , management development , the measurement of training impact and training transfers
4-Assist managers with the selection and contracting of external training programs and consultants
5-Assists with the development of and monitors the spending of the organization training budget
6-Maintain employee training records


• Employee Relations


1-Formulates and recommends Human Resources policies and objectives on any topic associated with employee relations and employee rights.
2-Partners with management to communicate Human Resources policies, procedures, programs, and laws.
3-Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
4 -Conducts periodic surveys to measure employee satisfaction.
5-Coaches and trains managers in their communication, feedback, recognition, and interaction responsibilities with the employees who report to them.


6-Conducts investigations when employee complaints.
7-Reviews, guides, and approves management recommendations for employment terminations.
8-Leads the implementation of company safety and health programs. Monitors the tracking of CBAHI required standards.


• Compensation


1-Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems.
2-Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
3-Monitors all pay practices and systems for effectiveness and cost containment.
4-Leads participation in at least one salary survey per year. Monitors best practices in compensation and benefits through research and up-to-date information on available products.


• Benefits


1-With the assistance of the CFO, obtains cost-effective, employee-serving benefits; monitors national benefits environment for options and cost savings.
2-Leads the development of benefit orientations and other benefits training for employees and their families.
3-Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.


• Law


1-Leads company compliance with all existing governmental and labor legal and government reporting requirements including any related to MOH, and CBAHI, and so forth. Maintains minimal company exposure to lawsuits.
2-Directs the preparation of information requested or required for compliance with laws. Approves all information submitted.
3-Protects the interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulations. Minimizes risk.


• Organization Development


1-Designs, directs, and manages a company-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management.
2-Manages employee communication and feedback through such avenues as company meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
3-Manages a process of organizational planning that evaluates company structure, job design, and personnel forecasting throughout the company. Evaluates plans and changes to plans. Makes recommendations to executive management.
4-Identifies and monitors the organization's culture so that it supports the attainment of the company's goals and promotes employee satisfaction.
5-Participates in a process of organization development to plan, communicate, and integrate the results of strategic planning throughout the organization.


• Manages the company-wide committees including the wellness, training, environmental health and safety, activity, and culture and communications committees.
• Keeps the GM and the executive team informed of significant problems that jeopardize the achievement of company goals, and those that are not being addressed adequately at the line management level.


• Perform other duties as assigned by the Superiors
